   The decision to issue a Voluntary Ex-Ante Transparency (VEAT) notice for the award of the contract without prior publication in the Official Journal of the European Union is grounded in the compelling circumstances arising from the official endorsement by the Kenyan Government in favour of the ScanForm solution. This endorsement is the outcome of a evaluation, where ScanForm emerged as the government's preferred choice for digital data capture. The VEAT notice serves to transparently communicate the exceptional circumstances surrounding this decision, emphasising the Kenyan Government's explicit endorsement of ScanForm based on its suitability for the intended purpose.
