Following a competitive bidding process in 2019, Leicester City Council submitted a successful bid to CITB's Onsite Experience commission, and have been operating a CITB Onsite Experience hub in Leicestershire to since 2021. The hub has performed strongly against its original KPIs and is well-established with strong buy-in and utilisation from all expected regional partners, including a cross-section of construction employers. CITB intend to award a further £148,358 to the Council to deliver an additional 150 construction employment outcomes, with no set-up costs or lead-in time as the hub is already in full operation and well-embedded in the region.

3. Explanation
Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union is
lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
This extension to service will provide cover as CITB manage our way through a period of transition with our new Strategy and Strategic Plan 2024-28, where alternative provision and/or new commissions will be developed to provide ‘taster’ opportunities for potential new entrants to Construction in the future. It should be noted that this provider was originally selected through a competitive process in 2019 and that CITB are not the beneficiary of the services, rather, we are facilitating the continued provision of the well-established Onsite Experience solution for employers and people from communities in Leicestershire. The lead-in time to establish an Onsite Experience hub is several months, and the existing provider in this geography is already in close partnership with all key stakeholders required to deliver the additional services, without the requirement for additional set-up costs. Based on our extensive experience of developing the Onsite Experience hub network, CITB do not believe it would be possible for a new provider to mobilise quickly enough to deliver the same number, quality and cost of outcomes within the existing timescales of the project.
