Short Description: | Thurrock Council wishes to establish a framework agreement to ensure it has a housing adaptation installation service in place to support those vulnerable residents with high priority disability needs. The framework will also ensure the Council meets its statutory obligation of administering the Government’s Disabled Facilities Grants in the case of private residents. The framework shall include supply and installation of level access showers, ramps and minor adaptation works within both council and privately owned housing stock across the Borough. It is envisaged the framework will include approximately 290 major and 330 minor adaption installation works per year, however there shall be no guarantee of the actual volumes of work to be awarded to contractors under the framework. Under the Public Services (Social Value) Act 2012 the contracting authority must consider, (a) How what is proposed to be procured might improve the economic, social and environmental well-being of the area where it exercises its functions, and (b) How, in conducting the process of procurement, it might act with a view to securing that improvement Accordingly, the subject matter of the contract has been scoped to take into account the priorities of the contracting authority relating to economic, social and environmental well-being. These priorities are described in the Invitation To Tender and are reflected in environmental and social characteristics in the evaluation criteria for the award of the contract. |
