Short Description: | Shropshire Council is seeking a service provider to manage two 3 bedroom supported living services in properties which are being built in Baschurch and Shrewsbury, Shropshire. Both contracts, which the Council wishes to award to one provider, will be for an initial 5 years with an option to extend for a further 2 years. The Baschurch service is projected to commence in the late Autumn of 2015 and the Shrewsbury service in November 2016. Whilst the final care assessments are not completed by the Council for either service as yet, the Council’s objective is for the service to be provided to individuals who have learning disabilities who will be returning from out of county placements and who may have combinations of some of the following behaviours: self-injurious; difficult to engage; poor motivation; aggressive outbursts; behaviours association with autistic spectrum disorder; obsessive/compulsive; attention seeking. It is recognised that there can be complex interpersonal relationships with family members. The vision for the majority of individuals is for reablement with a view to improving independence and the ability to manage in a less intensively supported tenancy in the longer term. The pattern of service is anticipated to be as follows for each service: • Three staff will be required for a 1:1 staffing/service user ratio between the hours of 8 am to 10 pm. so the total number of weekly hours for each service will be 294. • We anticipate that the successful provider will make as much use of possible of assistive technology and depending on the levels of assessed need anticipate that 2 staff will be on at night one of which will be a wake night and one a sleep night The service will require psychological and specialist behavioural support on a regular basis to ensure that there are robust support plans in place to enable people to regain as much independence as possible. The successful organisation will have an infrastructure that supports and trains its staff to achieve positive outcomes for the individuals involved. The Council will have full nomination rights to the service. As a public authority, in line with the Public Services (Social Value) Act 2012 the Council has due regard to economic, social and environmental well-being in Shropshire. Accordingly the council will be looking, in relation to the delivery of this contract, for proposals from contractors that could help provide social value benefits within Shropshire where practicable and to maximise the social and economic impact of the proposed contract. This is a notice for Social and specific services in accordance with Directive 2014/24/EU Article74 being Public Health Services. Accordingly the Council will follow a process based on the principles of transparency. The Council will treat all economic operators equally and in a non-discriminatory way. |
