II.2.4) Description of procurement: Shropshire Council is looking for a service provider to undertake operation of a respite service at a residential care home for adults with learning disabilities, in Shrewsbury, Shropshire. The service provides planned respite care for approximately 50 different service users and is a valued service for service users and their families and is also expected to respond to requests for emergency respite.
The contract for the service will be let for a period of 2 years, from the expiry of current contract on 31 March 2018, with an option to extend for up to a further 3 years. The value below is the estimated value over the potential 5 year term.
The home is well established and registered with the Care Quality Commission for adults with learning disabilities services. Each service user has their own complex needs which may range from challenging behaviour, sensory impairment, autism, and learning and physical disabilities. The successful providers will be required to be registered with the Care Quality Commission before commencement of the contract.
The Council is committed to commissioning a high quality service, which enables Service Users to remain part of the community during their respite stay.
The Council is looking to appoint a provider who:
• can easily meet the varied needs of up to 50 residents
• can develop the current service in line with the Council’s priorities
• has a track record in providing high quality services of a similar nature
• has proven abilities to think imaginatively about service development and improvement
• demonstrates an awareness of the relevant local and national agendas for health and social care
• can maximise the social and economic impact of these services
• can identify improved efficiencies whilst still maintaining a quality service.
• can develop a booking system that assures fair and equitable access to the service.
• can maintain an excellent relationship with service user’s families and carers
We consider The Employee ‘Transfer of Undertakings (Protection of Employment) Regulations (‘TUPE’) may apply to this contract(s) with the current staff team at the homes to be transferred.
The home is leased by Shropshire Council and the successful tenderer will be required to enter into a licence agreement.
