Around 11,000 of the City's most “hard to treat” properties (in its Gladstone, Millfield, New England and Eastfield areas ("Target Area")) will be targeted because of their particularly poor construction. The main focus will be on private landlords, as the Target Area has a very high proportion of rented homes, although the scheme will be available to all households in the Target Area. The Council expects to work with the appointed bidders in future on other domestic energy efficiency schemes in Peterborough City and beyond. The Project will be driven by the Council through its performance of Green Deal Assessments of homes by its pre-appointed project manager, initially within the Target Area before expanding to other parts of the City. Following the delivery to residents of a Green Deal Assessment Report, it will be recommended to residents that they use the Council's appointed bidders as the Green Deal Provider for delivering the finance and arranging installation of the measures. Residents that choose to have Green Deal Measures installed will be given a voucher, which they can put towards the cost of the measures. The value of the voucher can be redeemed by the customer from the Council. As part of marketing the Project, the Council will be running a promotion that will result in the development of ten show-homes within the Target Area for which Green Deal has been delivered; and a further 90 homes within the Target Area will receive free Green Deal Assessments (paid for by the Council). Alongside the voucher, the marketing Council's approach is expected to generate significant interest in Green Deal within the Target Area; and in the City more widely.

Point I.4 - PCC intends to establish a contractual arrangement for itself which will primarily be within the administrative area of PCC. However the contract may also extend to other local government and public related organisations and associated partners within the UK borders. PCC currently undertakes services for other local government and public organisations and would wish to expand working relationships through their selected partner with other local authorities, public bodies and their associated partners across the UK (and their statutory successors and organisations created as a result of re-organisation or organizational changes).

Point II.1.9 - variants will be accepted in addition to a standard compliant bid (as set out in the tender documents) providing PCC's core requirements are met and provided they are in accordance with the tender documents. Variant bids will be considered in cases where the bidder can offer ECO Funding. It will not be scored unless the need arises to separate two bidders that have both submitted variant bids and are closely matched.

Points II.2.2 and II.3 - It is possible that the term of any contracts or agreements flowing from this Green Deal Provider Frame Work Agreement extend beyond this period.
