The Client reserves the right to request additional temporary job roles within the general scope of property, construction, and project delivery services during the term of the Framework. The Supplier must have the capacity and capability to respond promptly to requests and supply all required Temporary Agency Workers in accordance with applicable employment legislation and industry standards. The Framework Agreement will run for a maximum term of five (5) years, structured with break clauses at Year 2, Year 4, and a final year extension (Year 5), subject to performance and mutual agreement. The estimated total value of the Framework Agreement over its full term is £4,000,000 (four million pounds), excluding VAT. Temporary Agency Workers may be required to operate at various project sites across the following regions: •Nottinghamshire •Derbyshire •South Yorkshire •Leicestershire The lead contracting authority is Arc Property Services Partnership Ltd. The Framework will also be made accessible to Via East Midlands Limited. The framework will be managed via an NEC4 Framework Agreement and the supplementary documentation (all available during the tender process). This procurement will be conducted in accordance with the principles of the Procurement Act 2023, including transparency, fairness, non-discrimination, and the delivery of value for money. |

Scope

Legal and financial capacity conditions of participation: The sucessful supplier must have a minimum, annual turnover of £500,000 and must already have, or can commit to obtain, prior to the award of the contract, the levels of insurance cover indicated below:
a.Employer’s (Compulsory) Liability Insurance = £5,000,000
b.Public Liability Insurance = £5,000,000
The Employer’s Liability and Public Liability Insurance must also contain an "Indemnity To Principle" clause.
Technical ability conditions of participation: The sucessful supplier must be a member of The Recruitment & Employment Confederation (REC) or a similar organisation.
Temporary Agency Workers employed as part of this Framework Agreement must hold Enhanced DBS checks before attending any site.
Pay rates for the suppliers staff, as well as Temporary Agency Workers, must be in line with the Real Living Wage, as issued by the Living Wage Foundation.
