Please note that the planned contract start will be from 7 August 2017 until 31 July 2019 and is divided into a scoping phase and two main phases:
•Scoping Phase: 7 August 2017 to 31 October 2017
•Phase 1: 1 November 2017 to 30 March 2018
•Phase 2: 2 April 2018 to 31 July 2019
The total budget for the whole requirement excluding VAT is £400,000 to £450,000. Suppliers should not exceed this stated budget.
The contract is to run until 31st July 2019 unless terminated or extended by BEIS in accordance with the terms of contract. The contract will be subject to review and contract break points at the end of the Scoping Phase and Phase 1 where the authority will decide whether to continue the service, agree delivery of new activities with the appointed contractor or test the market.
In response to the emerging policy context it is possible the evaluation timeline could be extended for up to 6 months. This will be agreed with the appointed contractor and will involve delivery of the contractor activities but over a longer timeline. It is expected this would be delivered within the original budget.
Tenders are asked to propose work packages of the research activities to be carried out in each phase which meets the objectives of the evaluation and answer the high-level evaluation questions. The work package for the scoping Phase should be between £50,000 and £55,000. For Phase 1 it should be between £65,000 and £70,000. For Phase 2 it should be between £285,000 and £325,000.
The commissioned evaluation of the public sector energy efficiency loan scheme is expected to last from August 2017 to July 2019 over three financial years. BEIS has allocated between £115,000 and £125,000 for 2017/18, between £260,000 and £295,000 in 2018/19 and between £25,000 and £30,000 in 2019/20.
