In addition, the contract also includes undertaking specified fuel poverty analysis, such as the provision of sub-national estimates of fuel poverty, uncertainty analysis and methodological development and testing. We are looking for a collaborative partner who will bring both statistical and energy modelling expertise along with an understanding of Government energy policy to successfully deliver the annual Fuel Poverty Modelling contract, which forms part of a National Statistics time-series for England. Consortium bids are welcomed. The contract will be made up of 5 key components with specific deliverables as listed in the specification. The bid should be disaggregated by component, and for each component, the raw data that is extracted, validated and adapted for use in the fuel poverty modelling should be fully documented and quality assured as part of the process.       It is intended that this contract will run initially from 01 April 2016 until 31 March 2018 for two years, therefore modelling the fuel poverty levels in 2015 and 2016, which are deliverable in:
•Spring 2017 (2015 Fuel Poverty estimates)
•Spring 2018 (2016 Fuel Poverty estimates)

In addition, there will be an option for two single year extensions to the contract (at the end of the initial two year period, and if extended, at the end of first years extension).

Therefore, the total budget, excluding VAT, for a 4 year contract (assuming the extensions are agreed) is a maximum of £1,400,000. Suppliers should not exceed the upper ceiling of this budget in real terms but allow an inflationary index for this period
There are 5 key components within the contract that should be priced individually, with an allocation from the budget for any unplanned ad-hoc work:
