      II.2.4) Description of procurement: 1.The Service Provider shall source and manage the effective provision of Temporary Personnel and Permanent Candidates across FSCS organisation.
2.The Service Provider shall be able to supply Temporary Personnel or Permanent Candidates themselves or through Third Party Agencies:
3.The Service Provider shall fill the vacancy with the candidate that most closely meets the job description and person specification (or equivalent) as provided by the Hiring Manager with any adjustments made to make it a free and fair process.
4.The Service Provider shall deliver a service which meets the needs of FSCS.
5.In doing this the Service Provider shall deliver, to FSCS, Services which meet the needs of the various parties within FSCS organisation e.g. the HR department, the procurement team, and the Hiring Managers.
6.The Service Provider shall ensure that their staff provides Temporary Personnel and Permanent Candidates with access to work in a fair and non-discriminatory manner.
7.The Service Provider shall deliver a service which represents and continues to represent excellent value for money.
8.The Service Provider will work with FSCS to implement and monitor an appropriate savings plan.


9.A wide range of Temporary Personnel are required and the Service Provider must be able to supply all Temporary Personnel as needed by FSCS. The following list describes the spectrum of the roles included, but the Service Provider should note that this list is not exhaustive and other categories of staff outside of this list may be also be required, therefore the list may be revised to include additional roles added during the duration of the Agreement. The precise scope to be covered shall be defined by FSCS.

Executive and Specialist Recruitment & Selection
- Provide an executive search and selection service to FSCS to identify and provide candidates for FSCS consideration for appointment to senior, executive or particular specialised positions within FSCS.

As part of the above:
- Provide a comprehensive assessment of each assignment and provide the expertise to present innovative solutions (e.g. direct sourcing / digital / social media channels) to fulfil the role requirement.
- Provide a personal ‘high touch’ and consultative service to hiring managers. Experienced consultants shall be closely involved in all aspects of the assignment.
- Provide a highly professional and broad based recruitment process which is clearly communicated and inclusive of ‘informed research and evaluation’ on short-listed candidates.

Board Director Candidate Search & Selection
- Provide an executive search and selection service to FSCS to identify and provide candidates for FSCS considation for appointment to positions as FSCS executive or non-executive directorships (including, where required, the position of chair of the FSCS board).

As part of the above:
- Have and maintain access to experienced directors of publicly quoted and privately-held companies for it to put forward to FSCS as Permanent Candidates.
- Using industry and sector-appropriate recruitment and selection methods such as head hunting and focused advertising campaigns through multiple suitable publications as part of integrated Executive Search & Selection assignments.
- Carry out benchmarking of FSCS internal applicants for FSCS to assist FSCS to appoint the appropriate Temporary Personnel or Permanent Personnel to a given position
- Assign such individuals to its provision of the Services having such a mix of talents and high-level recruitment and talent contacts in all relevant sectors in the UK internationally to ensure efficient and effective.
- Develop knowledge and understanding of the internal culture of FSCS and both carry out the Services in such a way and propose such Permanent Candidates and potential Temporary Personnel as are consonant with that culture.

Candidate Assessment & Profiling
Carry out performance and suitability testing, analysis and reporting to FSCS in respect of individual FSCS staff performance and/or prospective role changes, internal transfers or promotions,

As part of the above:
- Carry out and provide the results of such psychometric profiling as FSCS may require from time to time.
- Design and deliver assessment and development centres across a full range of skills, seniority levels and industry sectors as free standing exercises or as part of recruitment, selection or people development activities.
- Have, maintain and use a range of analytical and predictive tools to provide analysis and advice to FSCS to inform its decision-making in relation to human resources matters, including as to contractor fees and other costs, employee profiling, segmentation and attrition analysis.

Employee Relationship Business Partnering
2.3.1Provide advice and guidance to FSCS as to what constitutes good management practice, with the aim and for the purpose of:
2.3.1.1increasing cooperation and understanding amongst FSCS staff; and
2.3.1.2assisting FSCS managers to become more efficient and confident in their management of people.
2.3.2Provide general business partnering, employment support, advice and guidance to FSCS, including providing that advice directly to FSCS line managers.
