BMUB and BEIS are procuring an independent mid-term evaluation to provide evidence on what is working for whom and in what contexts, to inform future investment decisions and effective management of the GCPF, and consider whether and how well the governance arrangements are functioning. As a mid-term evaluation it will be primarily focused on learning as opposed to accountability - although it is expected that GCPF reporting requirements are informed by the outputs, and the evaluation will also provide the opportunity for preliminary consideration of sustainability and impact where investments have been financed and are in operation. The evaluation should cover the full length of GCPF’s history, from the start of operation in October 2010 to its current status. This is a one off formative evaluation.
GCPF is a Luxembourg based investment fund. It is an innovative public-private partnership with the primary objective of reducing greenhouse gas emissions in middle income countries through renewable energy and energy efficiency projects.
The aims of this innovative climate fund are:
•Mobilising private finance at fund level
•Increasing capacity/knowledge of local financial institutions in lending towards renewable energy and energy efficiency activities (including through the GCPF Technical Assistance Facility)
Targeting projects across developing and emerging economies, it aims to increase flows of finance and build a track record of successful low carbon investments. By doing this, the GCPF is expected to deliver greenhouse gas emissions savings and support local development. GCPF aims to provide commercial returns to investors from both public and private segments through two mechanisms:
•Dedicated funding to local financial institutions
•(Co)-investments directly into energy efficiency or renewable energy projects
The GCPF can provide dedicated funding to local financial institutions or (co)-invest directly into energy efficiency or renewable energy projects. Current partner countries include Brazil, Bangladesh, Costa Rica, Dominican Republic, Ecuador, Honduras, Kenya, India, Nicaragua, Mongolia, South Africa, Sri Lanka, Turkey, Ukraine, and Vietnam.
In scoping this research, we’ve developed a suggested approach, which is outlined in this ITT. This includes using a combination of desk-based research, interviews with stakeholders, and case studies of participant financial institutions. Whilst this is not an impact evaluation, understanding the likelihood of achieving anticipated outcomes, as represented in the theory of change, requires a robust analytical approach to attribution and additionally. Where causality needs to be inferred, process tracing, contribution analysis or a similar theory based technique is suggested as it is unlikely that traditional quantitative/experimental approaches will be feasible. However, please propose the methods you think best meet the research objectives (and why/how), and your bid will be scored on the extent to which is does so. The contract will begin with an inception period where data availability should be fully scoped and a final detailed evaluation plan proposed for sign-off.
