The London Legacy Development Corporation ("LLDC") is the mayoral agency responsible for the long term planning, development, management and maintenance of Queen Elizabeth Olympic Park ("QEOP") and its facilities after the 2012 Games. LLDC’s objective is to promote and deliver physical, social, economic and environmental regeneration of the Park and its surrounding area by maximising the legacy of the 2012 Olympic and Paralympic Games.Securing high-quality sustainable development and investment is of paramount importance to LLDC and the Mayor of London. The Legacy Communities Scheme (LCS) is the planning permission (Planning Reference Number 11/90621/OUODA (as varied by 14/00036/VAR)) for the future development of the QEOP through the creation of five new neighbourhoods. LLDC is re-focussing its vision for the development of parts of the QEOP on economic growth, employment and the development of the visitor economy, and intends to request approval for revisions to the LCS. Further details are provided in the PQQ documentation.The University Quarter forms part of this new vision for the QEOP and will comprise academic space, student residential space and university staff residential space.LLDC intends, in due course, to submit a planning application comprising outline design information for the University Quarter together with detailed design information for one or more of the buildings (the “Planning Application”). Interested parties should note that the provision of detailed design services that will inform the Planning Application will be procured separately. Through this procurement LLDC intends to appoint an integrated team to produce a Masterplan design for the University Quarter to inform the Planning Application (The “Masterplan Designer”). The Masterplan Designer will be required to develop a concept design and a comprehensive masterplan for the University Quarter within the context of the wider QEOP and its surrounding areas.The Masterplan Designer will also be required to support the Planning Application process (which will be managed by LLDC, or on behalf of LLDC by a separately appointed consultant).The Masterplan Designer will enter into bespoke NEC Professional Services Contracts (further details will be set out in the ITT documentation). Section II.2.1 indicates the estimated value of this contract opportunity and for information the estimated overall cost for the University Quarter development is 550 million GBP including fees.

      As noted above at Section II.1.5 above, the successful tenderer will enter into a bespoke NEC Professional Services Contract. We anticipate that such an extension would be in the order of 6 months although depending on the circumstances, the extension might need to be longer.
