      Analysis services. The Department for Energy and Climate Change (DECC) wishes to appoint a contractor to provide analytical and administrative support to a new international climate finance initiative: the Global Innovation Lab.
The Global Innovation Lab (the Lab) is a new public-private platform to develop innovative climate finance instruments and approaches. The UK (DECC) is leading the development of this initiative alongside the US and German Governments. The Lab will bring together a small number of senior private and public sector actors to design, stress test and pilot instruments and approaches targeted at catalysing private investment in to climate friendly, low carbon projects and infrastructure in developing countries.
The Lab will be high-level and high profile, with CEO /Ministerial representatives from both the public and private sectors, developed and developing countries (i.e. institutional investors, investment banks, development finance institutions, development banks, governments, project developers). The high level Lab members (the ’Principals’) will be supported by Advisors. The Lab will start by considering a shortlist of proposals for climate finance instruments and, by the end of the selection process (9 months), will have developed the 2-3 best ideas into robust, ready-to-implement climate finance proposals that will have a transformational impact.
In order to develop robust proposals for climate finance instruments, the Lab will require expert analytical support, as well as administrative support to ensure efficient organisation and preparation of meetings. This tender is to procure the services of analytical and administrative support for the first 6 months of the Lab process.
We are looking for the highest quality of analytical work that builds on existing research, analysis and experience of climate financing projects. We are looking for a project team with deep expertise in international climate change, climate finance, climate and the development agenda, climate investment, barriers to mobilising private finance and the effectiveness of climate finance instruments, as well as expertise across mitigation, adaptation and international forestry policies.
The Contractor will carry out research and analysis to develop climate finance instruments, responding to questions raised by Lab Principals and Advisors. The Contractor should have the ability to conduct: literature reviews and desk-based research; research and interviews with stakeholders across different stages of project development (governments – donors and recipients, investors, delivery bodies, project developers); data analysis; consultation with specific experts or other analytical organizations and the preparation of high quality papers.
For the administrative role (the Lab Secretariat), we are looking for a Contractor with expertise and skills in the organisation and delivery of high level events (logistics, effective communications with participants and the preparation and circulation of papers, and meeting summaries) as well as expertise in communications in order to engage stakeholders and promote the Lab. The contractor should have the ability to effectively deliver one high level meeting in June and one advisor level meeting in the autumn, as well as a comprehensive programme of outreach and engagement.
The work between the Secretariat and the Analysis will overlap; for example in the preparation of papers and in outreach and engagement activities with stakeholders; effective and frequent coordination across the project team will be essential.
The Contractor will need to produce a detailed work plan and methodology demonstrating how they will deliver the work to the required timescale. This tender is to procure analytical and secretariat services for the Lab between May and October 2014, which will include preparation of the inaugural meeting of the Lab in June 2014, where the Lab will consider a long list of 10 -12 climate finance proposals, and a further Advisor-level meeting in autumn 2014 which will consider further analysis of a shorter list of proposals. It is envisaged that the work of the Lab will continue beyond the scope of this contract and conclude with a final meeting of the Lab (principals and advisors) in early 2015, where the Lab would endorse the top 2-3 instruments. We expect that another country will fund this work, and it is not included in this tender.
DECC and the German Government (The Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety ) will jointly fund this phase, although this tender process and contract with the winning provider will be managed solely by DECC.

      The Department for Energy and Climate Change (DECC) wishes to appoint a contractor to provide analytical and administrative support for the first phase of the Global Innovation Lab, which will include delivering:
- the inaugural meeting of the Lab in June 2014 at this meeting, where Lab members will consider a long-list of climate finance instruments (10 – 12), against selection criteria (both the list and criteria to be prepared by the Contractor).
- an advisor level meeting in autumn 2014, where Lab members will consider a shorter list of instruments that have been selected from the long-list and further developed, based on the guidance and questions of Lab members. The Contractor will have conducted deeper analysis of these instruments and developed analytical guidelines, methods and templates to aid Lab members.
In addition, the Contractor will need to develop and deliver an effective communications and outreach strategy for the Lab.
The Lab will already have been launched by the time this contract is awarded, and Lab Principals, Advisors and their roles will already have been established. A venue and invitations for the June meeting will also have been arranged.
It is envisaged that the work of the Lab will continue beyond the scope of this contract and conclude with a final meeting of the Lab (principals and advisors) in early 2015, where the Lab would endorse the top 2-3 instruments. We expect that another country will fund this work, and it is not included in this tender.
