Lot 2: In this option, we would look for each call off to award a contract where the provider Supply’s and installs & maintains the solar PV for 2 years, thereafter we would look to tender the maintenance separately. The Wheatley Group would register for the FIT and export tariff. Within the ITT the Tender evaluation ratios will be Lot1 Fully funded: 100% quality Lot 2 Supply & Install 70% Cost 30% quality The initial call off of 8000 would be expected to start on site as soon as possible (estimated March 2016) The contracting authority is acting as a central purchasing body for all current and future contracting authority subsiduary compnaies and aslo for other organisations involved in providing or managing social housing (viz.       Wheatley Group is about to embark on an exercise to procure the contracts through which the long term service provision of ‘Roof Rent’ or purchased installed solar photovoltaic (PV) systems on residential and commercial properties owned by members of the Wheatley Group, shall be procured.

As part of the continuous improvement programme, in 2012 Glasgow Housing Association (GHA) installed 500 solar photovoltaic systems on their properties, using mono-crystalline PV arrays comprising 1.8 kW to 2.45kW peak. In addition, Cube Housing has installed PV on high rise blocks, and Loretto has installed a number of installations on sheltered housing and commercial units across Scotland.

It is envisaged that an estimated 8000 house type properties may have Solar PV fitted in the initial call off from this framework. This will provide the tenant with the use of the electricity generated for free, thereby reducing the tenant’s fuel bill. This is a measure to reduce fuel poverty and help our tenants.

It is envisaged that there shall be further call offs from the framework to ensure as much of the Groups stock has Solar PV as possible. This framework shall also be offered to other Housing providers if they wish to utilise it.

Wheatley Group wishes to appoint one solar PV supplier per Lot.
Lot 1: Under the fully funded option: each call off would be a 20year contract which would include Design, Install operate & maintain, whereby the provider on the framework would be registered for the FIT and Export tariff.
Lot 2: In this option, we would look for each call off to award a contract where the provider Supply’s and installs & maintains the solar PV for 2 years, thereafter we would look to tender the maintenance separately. The Wheatley Group would register for the FIT and export tariff.

Within the ITT the Tender evaluation ratios will be

The initial call off of 8000 would be expected to start on site as soon as possible (estimated March 2016) with this initial programme for 8000 taking no longer than 18months

There will be support for this project from
•Energy Team, who will manage the day-to-day project delivery and assist with any requirements as a first point of contact for the appointed supplier.
•Local asset officers, who will assist with overseeing installation and ensuring WHG assets are protected.
•Housing Officers, who will liaise with tenants to help with communication and access.
•Fuel Advisors, who will support tenants to make the most of their new PV system once installed.

There is an expectation that this procurement shall be required to fulfil obligations for community benefits & the Wheatley Pledge. With regards to the community benefits we shall expect as a minimum a commitment of 10% of staff to be recruited as new entrants. The expectation under the Wheatley pledge shall be that the applicant shall endeavour to employ members of staff utilising the Wheatley pledge grant & or they shall provide some other benefit to the local community such as charitable donations or volunteering time.
