      Rochford District Council (the "Council") wishes to select a supplier to carry out its Grounds Maintenance Service. The chosen applicant shall carry out a number of operations, including grass cutting, turfing, hedge maintenance, shrub planting and maintenance, rose planting and maintenance, floral display planting and maintenance, maintenance of sports pitches, reinstatement of damaged grass areas, snow clearance, maintaining water courses and water bodies, and minor landscape works. The successful bidder shall have, or acquire, a secure yard (depot) facility within the boundaries, or within 1 mile, (by road) of the Rochford District.

   VI.3)Additional Information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.Rochford District Council the "Council" considers this requirement to be a Part B service and as such is not fully subject to the Public Contracts Regulations 2006 (as amended). However, in order to uphold the principles of an open, transparent, and proportionate competitive process and to achieve value for money, the Council has advertised this contract following notification to OJEU (Official Journal of the European Union). The Council has opted in this instance to use the two stage restricted procedure to guide its procurement process, but reserves the right to depart from or vary this process at anytime. The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the lowest priced tender. Rochford District Council has considered the Social Value Act 2012 with regard to this procurement.
