Essex County Council is seeking to award a contract for the design, development, and operation of two Independent Living (aka Extra Care) schemes in two locations in Essex.
This procurement seeks to identify a bidder to undertake the development and operation of buildings on ECC land, and to provide an on-going care service to the residents of the scheme. In exchange ECC will be granted nomination rights to the scheme and be able to place Adults to receive care services from the on-site provider.
The procurement is divided into two lots; Lot 1 - Coppins Court, Clacton-on-Sea and Lot 2 - Hillhouse, Epping Forest. Bidders are able to bid for both lots concurrently or only a single lot.

The winning bidder will be required to manage and fund the design, development and operation of the Independent Living scheme; ECC will not provide any additional funding to the winning bidder aside from the land and any subsidy awarded through the tender process. The bidder will be required to design and develop the scheme in compliance with the Development Agreement incl. in the procurement documents
The winning bidder will be required to operate the scheme and provide a care and support service in compliance with the specification. The bidder and ECC will enter into a 75 year Operational Agreement that allows ECC nomination rights to 50% of units within the scheme and the ability to call off care services.
