However, any selection of tenderers will be based solely on the criteria set out for the procurement.Central Housing Investment Consortium Limited ( CHIC ) is a central purchasing body and information in respect of CHIC and a schedule of current CHIC Members can be found on the CHIC website: www.chicltd.co.uk and a list of current members is also found in the draft Framework Agreement. CHIC is procuring the Framework Agreements on behalf of all Authorised Users as described in the Framework Agreement
Frameworks for all lots will be expected to offer call off contracts for merchants to provide comprehensive materials and merchant services to Authorised Users as defined in the Framework Agreement, which deliver responsive, void, heating repairs and related services and planned and compliance works through directly managed operational workforces (direct labour organisations /in - house contractors, which may be operational team(s) or subsidiary maintenance company) or through external contractors. These maintenance activities involve multiple operational staff/engineers, each of which needs to have a specific van stock managed in relation to their particular skills, trade and portfolio of work.
The justification for an 8 year Framework Agreement term is that for the supply of materials to be effective and efficient, in most cases the Authorised User (and its contractor) and merchant will need integrated information technology systems, with connections to individual operatives and at a more strategic level training and other requirements and facilities. As it takes significant time and resource (including financial expenditure by way of capital (and revenue) investment) for both the Authorised User and merchant to implement effectively integrated systems and to develop comprehensive materials supply catalogues which meet the optimum needs of the member (contractor), the return on the investment to achieve this cannot be recovered in a short term framework and call off contract. CHIC is therefore procuring frameworks that will operate for 8 years from the award date. Call off contracts will be permitted to run until 2 years after the end of the 8-year period.

Under those Regulations aggrieved bidders may by way of proceedings in the High Court seek relief in respect of alleged breaches of the Public Contracts Regulations 2015 which may include declaring any award ineffective, and / or seeking damages. After expiry of the ten-day standstill period CHIC will unless prevented by order of the Court conclude and enter all Framework Agreements.
