Short Description: Licensing, and the decisions made by licensing committees and teams make a fundamental contribution to shaping places where people want to live, work and relax, and where businesses want to operate. These committees should strive to ensure that those people and businesses that engage with it are satisfied with the decision making process, if not always the outcome. Councils’ licensing functions have been under scrutiny in the last few years. Most significantly, Dame Louise Casey’s review highlighted the role that licensing could and should have played in preventing exploitation by taxi drivers in Rotherham, which has led to many councils reviewing decision making processes. More recently, the House of Lords select committee, which undertook post-legislative scrutiny of the Licensing Act, criticised the way councils’ licensing committees operated after hearing examples of poor practice. The LGA’s safer and stronger communities team has developed a programme of support for councils around a range of licensing issues including a suite of handbooks for councillors. As part of the LGA’s work to provide political leadership support to councillors, the LGA is piloting a Leadership Essentials programme on running effective licensing committees in 2020. The course is aimed primarily at chairs and vice chairs of licensing committees. We are seeking an external facilitator with appropriate experience to facilitate this two-day session on the topic of how to run a good licensing committee and support the development of the programme. The LGA is piloting this new programme but there is the option to potentially include further programmes in 2020– subject to demand and the buyer’s discretion. The LGA is seeking a provider to facilitate a two day Leadership Essentials Programme on the topic of how to run a good licensing committee. It is expected that the contractor will arrive at the course venue on the evening before the event. The date for this programme is 10th and 11th March, at Warwick Conference Centre in Coventry.
