It is not uncommon for reports from landlords’ advisors to quote building regs as a justification for including a feature that isn’t very safe, and elsewhere in a document say they are ignoring regulations and justify a feature by adhering to a functional requirement – the common theme is usually that they want the cheaper option, which is often less safe.
