Short Description: Castle Point Borough Council (“the Council”) is looking to appoint a professional team of specialist advisors to work alongside officers and members, to explore what kind of service offer would be viable on the Paddocks site (“the Paddocks”) on Canvey Island. The site available is identified edged red on the attached plan. Specifically, the Council is seeking professional advice to establish: (1) Whether there is sufficient latent demand within a realistic catchment area to support the provision of a multi-functional facility capable of accommodating larger entertainment events, catering functions, craft fairs, exhibitions as well as community groups/private hirers, operating at a cost neutral or surplus position; and (2)If so, to recommend a suitable venue design in terms of size, capacity and associated infrastructure considerations e.g. car parking, mindful that the final build will need to be cost and energy efficient. This information will in due course inform a brief for the design of a new facility.
