      II.2.1)Total quantity or scope:
      The proposed Kitchen & Bathroom refurbishments will be to Leicester City Council housing stock which includes dwellings of various types consisting of, bungalows, houses, flats, maisonettes, tower blocks and sheltered housing schemes, etc.
1) Of the current properties owned by Leicester City Council there is approximately a balance of 10000 properties that require kitchen / bathroom refurbishment over the next 10 years at current levels of funding.
2) The programme at present is approximately 1000 units per annum, this is subject to funding.
3) Each property will have either a kitchen or bathroom refurbished, which will be designed by Leicester City Council in-house team to suit individual tenants needs.

The contract will include the installation of new Kitchens & Bathrooms and associated works including alterations to services, electrical, plumbing, heating, gas and structural alterations to Council owned properties.

The Council has in place a contract for the supply of materials (kitchen units, sanitary ware and some associated items) to supplement this fit only contract including the option to deliver the materials direct to the tenderers premises. Therefore the tenderers will be required to have suitable local premises to accept and store materials including relevant site security and insurance levels

The contractors will, as part of the refurbishment works supply sundry materials such as lintels, plasterboard, plaster, skirting, architrave, ply, electrical & plumbing items, paint etc (this is not an exhaustive list).

The refurbishment works will involve electrical alteration. ALL Electrical works must be carried out by a member of a "Competent Body" as defined in Part ā€˜Pā€™ of the United Kingdom Building Regulations, e.g. National Inspection Council for Electrical Installation Contracting (NICEIC), or Electrical Contractors Association, (ECA), or their equivalents. The installation works shall be fully compliant with the requirements of British Standard 7671 and all current amendments thereto.

The refurbishment works will involve working on domestic gas installations, central heating systems and gas appliances. It is a requirement of the United Kingdoms Gas Safety (Installation and Use) Regulations (1998) for individuals to be competent in areas of gas work they carry out and that they are registered with a body that is recognised by the Health and Safety Executive (HSE). ALL works on Gas must therefore be carried out by Gas Safe Registered Engineer/s who holds a valid Accredited Certification Scheme (ACS). Those that apply to this contract are: core gas safety, Met1, central heating, cookers, fires and water heater qualifications as defined in the United Kingdom Gas Safety (Installations and Use) Regulations (1998). As the works can involve repositioning of domestic gas meters gas engineers must have Met1 and also must be OFGEM (Office of the Gas and Electricity Markets) Approved Meter Installers (OAMI) or their equivalents.

The anticipated award date is January 2014, and will operate for a period of 3 years with an option to extend for a further +1 +1 years, dependent upon the contractors' performance at the end of Year 3 and this shall be at Leicester City Council's sole discretion.

There is no guarantee of work or value and the contract will be signed on a non-exclusive basis.
