II.2.4) Description of procurement: EEM Ltd on behalf of its Members invites you to tender for a place on our External Doors and Windows Installation Only Framework.
We are looking for a suitably accredited and competent Contractor to undertake the safe and compliant installation of new external doors and windows. This will be a sole provider frameworks and the successful Contractor will be required to work across our full Members geographical areas.
Installations works may comprise of partial or full works to properties and be on a planned or adhoc basis however, there are no guarantees with regards to values and volume of works to be let through our framework.
The EEM Memberships property stock is in excess of 1.25 million properties which consist of a mixture of domestic housing stock, bungalows, blocks of flats, and sheltered housing schemes as well as communal buildings, corporate buildings, hospitals, student accommodation, universities, schools and depots.
Please note this framework is solely for installation works, EEM have a separate contract for Supply of Windows & Doors (EMC0015), therefore this framework will not cover the supply of the windows and doors.
Contractors must be aware, that our Members may opt to use this framework in conjunction with EMC0015 or nominate their own supply route. In both instances the supply of the windows and doors will sit outside of the scope of this framework but the successful Contractor must be willing and able to work with the nominated Supplier to ensure that all works are carried out in an efficient manner.
This Framework will run for a period of 37 months from 2nd April 2018 until 30th April 2021. The installation works will then be incorporated into the re-tender for the supply contract which is due to expire on the 5th April 2021.
The total potential value of the whole Framework is £2,000,000 to £50,000,000. Please note that this is the total potential value for the full 37 month framework and takes into consideration that EEM membership may grow over the life of the framework. Call off contracts can extend for a duration of up to two years beyond expiry of the four-year term of the Framework Agreements. Individual call off contracts are expected to range from £15,000 per annum to £400,000 per annum.
The Framework is being procured by Efficiency East Midlands Limited (‘EEM’) on behalf of their members andthe other organisations described below as being Authorised Users. The following Contracting Authorities will beentitled to agree and award contracts under this framework agreement:
1. Any Member of EEM which for the avoidance of doubt currently includes 3 partner consortia —Westworks, Advantage South West and South East Consortium. A full list of current members is available atwww.eem.org.uk
2. Any future Member of EEM or our partner consortia, and in all cases has being an organisation which has applied to join EEM or our partner consortia in accordance with the applicable constitutional documents
3. An EEM Participant being an organisation which is neither a current or EEM Member (as defined at 1 above)nor a Future Member of EEM (as defined at 2 above) based within England and Wales which owns and/ormaintains/manages housing stock in one or more geographic area in which it operates and/or is an NHS Trust(which includes Acute Trusts, Mental Trusts, Care Services Trusts and Ambulance Trusts) or organisation, police authority, fire authority, ambulance trust, university, higher education, further education college, school academy or other public sector organisation.
