This will govern the parties’ responsibilities for the delivery of the PSQ and development of the remainder of the sites. Bidder specific detailed heads of terms and supporting documentation for incorporation in the development agreement will be agreed during dialogue at Detailed Solutions stage. In order to minimise bidder costs the draft development agreement will be issued following close of dialogue to the preferred bidder and finalised in accordance with the agreed detailed heads of terms and the preferred bidder’s final tender submission.
