Title: Manufacture, Supply and Installation of Fire Door Sets
1)Short Description:
This Lot is for use by Members who have no or limited in-house resources to install fire door sets and who require Suppliers to undertake surveys, manufacture and supply and install fire doors sets. Works will be carried out in both occupied and void properties.
Occupied Properties
At point of order the Member will provide the address and contact details for the property and a specified completion date for the works.
For occupied properties the Supplier is to assume that no appointment will be made by the Member prior to an order being placed. Therefore it will be the Suppliers responsibility to make contact with the Tenant to arrange the initial appointment for measuring and determining the type of door required and the second appointment to install the fire door. (Please see below for standard access procedures). All appointments and works must be completed within the minimum timescales set out below in Part B5
Upon completion of all works the Supplier must notify the Member of the works completed. Each member may have a different requirement for the format of these communications but the default will be via email unless instructed otherwise.
Void Properties
All fire door installations to void properties must be done before the handover day to the new Tenant. At point of order the Member will provide a specified completion date for the works.
Members void security arrangements may vary but the Supplier will be required to either collect and return keys from a nominated office or meet the security company or the Member’s responsible Officer to gain access to the property for the initial measure and again for the installation.

This Lot is for use by Members who have in-house resources to install fire door sets and who require Suppliers to only undertake the manufacture and supply.
Under this Lot Members will undertake the initial surveys and measurements prior to meeting the Supplier on site to discuss the requirements and assess the type of door required. A purchase order will be placed with the Supplier for the required components.
Orders for fire door sets will include all the details required for the Supplier to manufacture the door sets. At point of order the Supplier will be notified where the door sets should be delivered. This may be to an in-house Stores facility, secure lock up or to the individual property.

2. any future EEM member – a Local Authority i.e. a County Metropolitan (City) District and Borough Council or a Unitary Wales, ALMO or Registered Provider housing landlord organisation entitled to join and which has applied to and has joined EEM as a member in accordance with the constitutional documents of EEM. Future EEM Members may include consortia made up of organisations which would themselves individually be a Future EEM Member and may include any special purpose vehicle (of whatever nature) owned and controlled by the consortia members and would include in those circumstances the individual consortia members of the special purpose vehicle that owns and controls it.
3. an EEM Participant - an organisation which is neither a Current EEM Member (as defined at 1 above) nor a Future Member of EEM (as defined at 2 above) will be entitled to use the Framework Agreement advertised by this Contract Notice if it is based within the East Midlands, owns and/or maintains/manages housing stock or other property of the type described in the third paragraph of this section VI.3 in one or more geographical area in which it operates and is a Local Authority i.e. a County, and Borough Council or a Unitary Authority in England or Wales or is an Arms Length Management Organisation (or any statutory replacement or successor organisation) managed by such local authority under a management agreement under section 27 of the Housing Act 1985 (or subsequent legislation) or is a Registered Provider under the Housing and Regeneration Act 2008 (or subsequent legislation) and is itself a Contracting Authority for the purpose of the Public Contract Regulations 2006 and in respect of which organisation notice has been given by EEM to the economic operators that are a party to the Framework Agreement being advertised by this Contract Notice that such organisation is an Authorised User of this Framework Agreement. During the course of the Framework we will be looking for Suppliers to carry out the following:•Surveys on site to ascertain the size and type of door sets required•Manufacture and delivery to site of the door sets•Manufacture, delivery and installation to site of the door sets•Manufacture and delivery to stores of the door setsDoor frames are predominantly ex 50 x 150. The majority of exterior doors have a cill or threshold in hardwood and a large amount of door sets have over panels either glazed or solid, a number of doors may be a laminated finish and not paint grade. All door sets are prehung on lift off hinges not standard butt hingesThe requirements for Members will vary depending on their individual working practices and in-house resources. To cover all requirements this tender opportunity has been split into two lots:Lot 1 – Manufacture, Supply and Installation of fire door setsLot 2 – Manufacture and Supply Only of fire door setsThe majority of fire door sets will be installed within occupied domestic properties, either in communal areas or within individual dwellings such as flats, bungalows and 3 storey properties in rooms where there is a potential source of fire, such as kitchens and living rooms, etc. There may also be a requirement for installation within void properties; the majority of installations will be for domestic properties: however, Efficiency East Midlands have a number of corporate members who may wish to use the Framework for fire door sets within corporate buildings.
