      Window-cleaning services. Wandsworth Borough Council is seeking expressions of interest from suitably experienced and competent suppliers for a contract providing an efficient, cost effective and comprehensive cleaning services to communal windows and other glazing on housing estates.

The contract will be for a fixed term of five years with a possible mutually agreed extension of up to two years. The planned commencement date is 1st April 2016.

It is anticipated that tenders will be sought in September 2015.

The services to Housing properties basically comprises the cleaning of both sides of all external communal glass at basement and ground floor level to blocks (not those windows within individual dwellings other than Sheltered Accommodation) up to a height of 5 metres or first floor level including glazed entrance doors and double-glazing, together with the cleaning of both sides of all communal internal glazed doors, internal partition glass and all internal faces of communal glass with an exterior face above a height of 5 metres from ground floor level. The services also include the cleaning of all glazed surfaces internally and externally of all residents properties within Sheltered Blocks. All of the above are cleaned twice a year.

Applicants who are unsuccessful shall be informed by the Contracting Authority as soon as possible after the decision has been made as to the reasons why the applicant was unsuccessful.

If an appeal regarding the award of the Cleaning Contract has not been successfully resolved, the Public Contracts Regulations 2015 (SI 2015 No.102) provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the court may order the setting aside of the award decision or order the Contracting Authority to amend any document and may award damages. If the contract has been entered into the court may, depending on the circumstances, award damages, make a declaration of ineffectiveness, order the Contracting Authority to pay a fine, and/or order that the duration of the contract be shortened. The purpose of the standstill period referred to above is to allow the parties to apply to the courts to set aside the award decision before the contract is entered into.
