      II.2.1)Total quantity or scope:
      The Financial Ombudsman Service requires office cleaning services for its buildings located in London. The requirement is for a range of daily and periodic office cleaning tasks and the provision and management of cleaning consumables.

The Financial Ombudsman Service occupies 12 floors of Exchange Tower, Harbour Exchange Square, London E14 9GE with a floor area of 24,000m2.

There are two cafés, a gym (with showers and toilets), a conference suite and reception area. The office space is predominantly open plan offering a flexible working environment and accommodates approximately 3000 staff.

Independent House 193 Marsh Wall, has 6 floors with a floor area of 7,000m2 and accommodates approximately 1,000 staff. As well as offices the accommodation also has a café and gym.

The Financial Ombudsman Service also occupies one floor in South Quay Plaza 3, 183 Marsh Wall, London, which has a floor area of 1,400m2 and accommodates approximately 250 staff.

The cleaning tasks will vary from building to building and the full specification will be made available at the Invitation to Tender stage.

         The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.
