II.2.4) Description of procurement: The Contracting Authority is establishing a multiple provider "Manufacturer-led" framework to deliver artificial grass pitches (AGP) and associated works to provide playing surfaces for Football, Hockey, Rugby Union and Rugby League, all in accordance with National Governing Bodies and International Regulations for pitch design. Providers will enter into a Framework Agreement under the Association of Consultant Architects (ACA), Framework Alliance Contract, FAC-1. Applicants who are successfully awarded grants by the Contracting Authority will enter into a Call-Off contract with the AGP Supplier under the JCT Design & Build Contract 2016 (incorporating pre-construction services) to design, supply and install the AGP pitch facility.
A Framework Managing Consultant (FMC) will be appointed separately and will prepare designs to RIBA Plan of Work Stage 2: Concept Design. Providers will then develop the design through RIBA Plan of Work stages, 3: Developed Design to 4: Technical Design, including obtaining all statutory consents and then install the pitch, including all associated works and services.
