      II.2.1)Total quantity or scope:
      The contract is to be for a period of 17 months including extension the actual requirement will be for 11 months with a possible extension of up to 5 – 6 months, unless terminated or extended by the Department in accordance with the terms of the contract. There will be a contract break point following the first stage of research (expected to be end of August 2015) to allow for a decision on whether to proceed with the second stage of research and if so to allow emerging findings to inform the scope of the second stage. For any additional extension to the project, the successful contractor would need to submit a proposal prior to DECC’s agreement to any contract extension and any such extension is not guaranteed.
In order to inform policy decisions in advance of/in the early stages of the main smart metering installation stage – an initial stage of fieldwork for this project should be completed in time for a report of stage 1 findings to be delivered by the end of August 2015. Following a review of emerging findings/contract break point, if a second stage of work is confirmed, fieldwork for this second stage should be completed before the end of November 2015, with final reports to follow in December 2015.
The total budget for both stages of this project is up to £300,000 – £340,000 excluding VAT. This budget will need to be allocated as follows:

Stage 1: up to £90,000 – £100,000k
Stage 2 (if confirmed): up to £210,000 – £230,000

The contract may vary slightly as this requirement is carried out depending on the research requested. All will be under the scope of this requirement.
