Following the formation of the Authority in 2015, the in-house Legal Team has undertaken and managed legal services for the entire Group since April 2016. Due to in-house resource limitations there has been a continued reliance on external providers who were appointed through a procurement exercise in 2012.

Therefore, external legal expertise and flexible resource is required to provide a range of legal services. The Authority are seeking to appoint on a multiple supply basis qualified service providers who can deliver a series of legal services and as such, wish to form a Legal Services Framework Agreement which will operate across the North West of England.

The Tenderer shall support the Authority by providing resource to address gaps in existing in-house legal expertise, periods of absence, lack of internal capacity and/or peaks in demand at short notice. A flexible responsive approach is therefore essential.

The Group Head of Legal & Governance will provide strategic management and monitor performance with the commissioning of work carried out both directly with the instructing department and via the in-house legal team dependant on the service required.

The Authority proposes to enter into one or more Contract(s) for a maximum period of four years, the anticipated commencement date of the Contract is 1 August 2017. The Authority has endeavoured to provide the proposed delivery model, structure, anticipated number of providers, call-off mechanism and lot value range within the Invitation to Tender document.

The current service handles work to external legal advisors to a value of approximately £275,000 per annum across the range of Services identified. The anticipated value of the Services is a range of £250,000 - £400,000 per annum, with a total contract value range of £1,000,000 - £1,600,000.

The Authority is carrying out the procurement on behalf of itself as principal and any other person(s) or body referred to in the OJEU notice. Such bodies shall access the Contract through a direct contractual relationship with the Supplier. The following third parties may also purchase the Services through the Contract:

I. any group company of any of the contracting authority from time to time during the term of the contract, which may include any subsidiary entity, or any parent entity from time to time of the contracting authority, and any subsidiary entity from time to time of a parent entity of the contracting authority;
ii. following any corporate restructuring, including takeover, merger, acquisition or insolvency, any successor body of any entity referred to in 1 above;
iii. any entity listed at https://www.gov.uk/government/publications/current-registered-providers-of-social-housing
iv. other contracting authorities within the geographical boundaries of the OJEU Contract Notice.

Each Tenderer is required to submit one Selection Questionnaire (SQ) in respect of each Tenderer wishing to make a bid. They are also required to submit one Tender in respect of each Lot that the Tenderer wishes to make a bid (i.e. should you wish to bid for multiple Lots, one Tender is required for each Lot).
