Short Description: Leicester City Council (the Council) commission, on behalf of the Safer Leicester Partnership (which includes the following organisations: Leicestershire Police, NHS Leicester City, Leicestershire & Rutland Probation Trust and Leicester City Council) and Health and Wellbeing Board Housing-Related Support Substance Misuse services for adults within the City of Leicester.The Council is inviting suitably qualified and experienced providers to submit tender for the provision of Housing Related support Substance Misuse services. These services will play an important role locally, alongside specialist services, in responding to substance misuse issues by reducing harm and building recovery.For some adults who have drug and alcohol issues housing related problems are a barrier to achieving recovery. In recognition of this we have developed a specification for the provision of housing-related support to those adults working with local specialist substance misuse services towards their recovery. The model will consist of both floating support and accommodation based provision. The accommodation should provide a safe, drug free and stable environment within which service users can rebuild their lives and begin to think about the future. A close and collaborative working relationship with specialist substance misuse services will be key in order to jointly support users into and through recovery.It is deemed necessary to have a mixed provision due to the complex needs of those individuals experiencing problematic substance misuse and the need for a proportion of clients to have a period of stability within a supportive environment. Floating SupportFloating support will work with those service users who already have accommodation (private, Council, Housing association) but due to their problematic substance misuse may be at risk of becoming homeless. In these cases the floating support will work with the services users and housing providers to reduce the risk of eviction and improve the services users’ ability to manage their tenancy. Floating support will also be offered to those substance misuse clients, who are leaving LCC hostel accommodation, Custody, residential rehabilitation or the accommodation based provision within the HRS model having secured stable accommodation. This support will be offered as part of their treatment package to ensure the success of any tenancy and to reduce the risk of further arrears or homelessness. Accommodation Based supportThe accommodation based support will provide a small unit (approx. 10 beds) for adults engaged with treatment services and working towards sustained recovery, who are homeless and require more intensive support and a period of stability as a result of their substance misuse. This will be an intensive level of support for approx. 9-12 months duration in order to maximise engagement and positive outcomes of structured treatment.
