      IT software package. Miscellaneous software package and computer systems. Systems support services. Software programming and consultancy services. Help-desk and support services. Leicester City Council wishes to appoint a supplier to: supply, support and maintain an Open Revenues and benefits System.

The authority currently has 130,300 domestic and 11,800 non-domestic properties. The Housing Benefit / Council Tax Reduction Scheme live caseload is 42,435.

The key focus will be on a solution which will enable the authority to utilise the system to reduce costs, improve efficiencies and deal effectively with all current / future legislative demands and circumstances where workload demands are continuously changing.

An overall key aspect will also be for a reduction in administration costs, whilst seeking to improve processing times and quality of output through stream lined system processes. Consequently, there will be emphasis on reporting tools and management information extracted from the system.

The functionality should help to increase Council Tax and National Non-Domestic Rates (NNDR) collection performance.

The overall solution must be robust and enhance customer experience by improving contact channels.
