Alder Hey Children’s NHS Foundation Trust is a specialist paediatric hospital serving more than 200,000 children and young people of Merseyside and the North West of England every year. It provides a comprehensive range of specialist and general health services at its main site, Alder Hey Hospital in West Derby, Liverpool and through community sites and external clinic sessions. Founded in 1914, it is one of the biggest and busiest children’s hospitals in Europe. Its vision is to lead world class healthcare for children and young people by committing to excellence through partnership, research, innovation and learning.

As part of its World Class vision, the Trust is seeking to engage with a Strategic Partner to assist in developing and shaping its future Information and Communication Technology (ICT) requirements. In particular, the Trust will be looking for a partner which can demonstrate innovation, add value to the Trust’s activities and provide the best strategic “fit” with the Trust’s vision and values.

The Trust is a national centre for head and face surgery, oncology, cardiology, orthopaedics and neurology, and also has specialist services including a dedicated intensive care unit and burns unit. Alder Hey is also a centre of excellence for children with cancer, heart, spinal, and brain disease.

General services include an accident and emergency department, which treats 65,000 children every year, 10 state-of-the-art operating theatres and 309 in-patient and day case beds.

Child and adolescent mental health services are provided at the hospital and through community outreach programmes, but around 40 per cent of total activity is provided by the Trust in a community setting at more than 40 sites across Merseyside, working closely with CCGs and local authorities to set up children’s centres close to people’s homes.

This is in addition to more than 800 specialist clinical sessions a year delivered across the North West, North Wales, Shropshire and the Isle of Man. Alder Hey has a world-class reputation for treating and saving the lives of sick children and a proud history of medical achievement and clinical innovation. As a teaching hospital it is involved in training more than 600 medical students every year and is the national coordinating centre for Medicines for Children research. Academics from John Moores, Liverpool and Edge Hill universities will continue to play a major contributory role while a virtual networking facility will draw on the creative ability of individuals, organisations and countries and publish its work.

The Trust is aspiring to be a World Class Provider of Children’s Healthcare and is seeking to increase its international profile. Building work on the Trust’s new state of the art hospital has now commenced with an intended opening date of September 2015. This new hospital will be an iconic building fit for the 21st century and will reside in a parkland setting with a striking presence on the surrounding landscape.

As part of its World Class vision, the Trust is seeking to engage with a Strategic Partner to assist in developing and shaping its future Information and Communication Technology (ICT) requirements at the Trust’s new state of the art hospital, which is due to open in September 2015.

The Strategic Partner will be required to provide strategic planning, business transformation and consulting services in relation to the Trust’s ICT strategy (and any related intellectual property). In particular, the Trust will be looking for a partner which can demonstrate innovation, add value to the Trust’s activities and provide the best strategic “fit” with the Trust’s vision and values. The Strategic Partner would, among other things, work with the Trust to build value in (and jointly exploit) the Alder Hey model for the delivery of child-centred health services.

The appointed Strategic Partner may also be required to assist the Trust in developing its programme and strategy for the procurement of ICT goods and services for use within the Trust’s business operations. This may include (but may not be limited to) areas of expenditure around infrastructure, e-enablement systems and software, as well as consultancy and implementation support for various projects and initiatives.

The commercial details of the nature of the arrangement between the Trust and the Strategic Partner are still being developed and the Trust’s requirements will be provided to those bidders shortlisted to commence the competitive dialogue stage of the competition. However, it is envisaged that the relationship may take the form of a joint venture or other similar arrangement and remuneration of the Strategic Partner may be based on a “risk and reward” model (including the possibility of exploitation of jointly-developed intellectual property), but other financial models will also be considered.

The initial phase of the partnership will be a pilot phase (lasting 1-2 years) during which development opportunities will be considered and planned. The second phase will focus on exploitation of developed products. It is envisaged that the joint venture arrangements will be established for a period of 7-10 years, with a possible break option, exerciseable by either party, at the end of the pilot phase.

The Trust is seeking expressions of interest from suitably qualified and experienced organisations which share the Trust’s vision and are able to work in an agile and flexible way which reflects the value which both parties could obtain from working in partnership.
