      Business and management consultancy services. The DVLA, an Executive Agency of the Department for Transport, intends to appoint an Engagement Partner to support the DVLA with its IT Contract Let Procurement Programme (CLPP).

The CLPP has been established to introduce a new IT delivery model for DVLA through the establishment of a new supply chain and operating model prior the expiry of the Agency’s current prime IT contract in September 2015.

The Engagement Partner appointed shall be required to support, augment and deliver outputs against the following key areas:

(i) Programme Governance - supporting the successful delivery of Programme Governance and controls, Programme stakeholder and communication strategies and the development of approved Full Business Case(s).

(ii) Supply Chain - providing commercial advice and augment resource to support the procurement of optimum configuration of a Service Integration and Management function (SIAM) and Service Tower model, transitional advice from the current commercial arrangements, design the optimum contractual arrangements, provide negotiation strategy and support during the procurement of Service Tower model and support the development of the Tower Services Contracts and Collaboration Agreements.

(iii) Organisational Change - deliver in line with the DVLA an operating model for ICT based services including detailing organisational and process design, capability development, augment resource, deliver transitional activities while maintaining business continuity and implement measures delivering continual improvement in internal performance and capabilities.

(iv) Requirements Gathering - develop the requirements in order to maximise the optimum configuration model for the SIAM function and Service Tower model proposed within an Outline Business Case.

(v) Additional Services – additional services as requested by DVLA pursuant to the contract that are complimentary to the above required by the Authority.

Delivery of these services will be primarily based at the DVLA Estate at Morriston Swansea.

The ITT will be issued to applicants in accordance with the instructions in V1.3 below.

As part of the Government's procurement strategy, the DVLA intends to work closely with the Government Procurement Service to ensure that the services delivered under this contract are monitored and comply with the government procurement strategy/policies. Therefore, the DVLA intends to give the Government Procurement Service rights under the Contracts (Rights of Third Parties) Act 1999 to enforce those provisions under the services contract which are for the benefit of the GPS (including rights to receive management information from the Tenderer), as more particularly set out in the contractual documentation.

The DVLA reserve the right to amend or terminate the procurement process (or any part of it) at any time or to procure the contract by alternative means without any liability on its part.
