Under The Public Services (Social Value) Act 2012, public authorities are now required to “consider, prior to undertaking the procurement process, how any services procured (whether covered by the Public Contracts Regulations 2006 – soon to be amended – or otherwise) might improve economic, social and environmental well-being”. Although the scope of works under this framework is fairly limited, the framework is to be delivered in an area of high residential density and so it is important that the service provider engages with the local community in some way should work be awarded through this framework and companies appointed to the framework will be expected to pro-actively engage with Derby Homes in helping to deliver this. In the PQQ companies are asked for 2 examples of previous projects where they have engaged with a local community during the successful delivery of a similar project in a similarly built-up area (Question 9.9).Bidders will not be rejected should they not have any experience in this area, but some engagement will be expected from those organizations successful in being awarded work from the framework and companies will have the chance to detail what they propose to offer at the tender stage of this opportunity.
