Please note we are seeking separate contractors for Lot 1 (surveys and analysis) and Lots 2-6 (removals). There are two different Pre Qualification Questionnaires (PQQs), one in connection with Lot 1, Asbestos Surveys and Analysis, and one in connection with Lots 2-6, Asbestos Removals. Bidders may access and complete both PQQs, but shall note that whilst we welcome applications from any combination of Lots, separate contractors will be appointed as follows: Lot 1: One Contractor; Lot 2-6 Two to Five (at least two) contractors. No bidder will be awarded contracts for both Asbestos Surveys/Analysis and any Asbestos Removal Lots, or for more than three Asbestos removal lots.

Removal works must be carried out by a licensed contractor holding a valid standard licence in compliance with the Control of Asbestos Regulations 2012.

Contracts for Lots 1 - 5 are to be raised in the name of 'JHHAL', and the contract for Lot 6 shall be raised in the name of Marches Housing Association Limited.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.

The properties of Jephson and Marches in which the works are to be carried out have been divided into five geographical areas. For asbestos removals, each of these areas is being treated as a 'Lot'. One contract will be awarded for each Lot. No bidder shall be awarded a contract in more than three Lots, or for both asbestos surveying and removal services. Bidders will be invited to express their preference for Lots when they return their Pre Qualification Questionnaire.

The right is reserved not to proceed or not to award a contract for the whole or part of the proposed procurement. Neither the contracting authority nor any person on whose behalf this procurement is undertaken is liable for any costs incurred by those expressing an interest or tendering for this contract.
