II.2.1)Total quantity or scope:
The solution will support the library operations currently served by the SirsiDynix Symphony library management system and Ex Libris SFX openurl link resolver. The solution will include a “knowledgebase” of electronic resources and collections, and fully integrated functionality for managing electronic resources. The solution will support various resource discovery services, in particular Ex Libris Primo: a discovery service is not a requirement of this tender. The Library is not seeking to become involved in a major software design and development project: the solution must already be in production in academic libraries. However the Library will seek participation in the definition of future system enhancements and the supplier will be able to demonstrate their commitment to ongoing development of the system to meet the changing business needs of academic libraries. The supplier should be able to implement their solution within 9 months of contract award.A solution is sought that has been demonstrated to work at other institutions, and can be implemented with minimum disruption. The LMS will support robust and transparent integration with a range of external applications.The following requirements are essential for our organisation and a successful implementation will require excellent solutions and functionality:•Integration•Reporting and analytics•Circulation rules and operational flexibility•Highly efficient purchasing workflows•Knowledge base•Low maintenance and external hosted system•Data security and accountabilityThe Library is a single facility open 24hrs a day 364 days a year on a single campus. The contract term will be for a period of 5 years with the option to extend for a further 4 years to be reviewed year on year and subject to agreement by both parties.The University’s budget for the procurement of the Library Management System is £280,000 (excluding VAT) for the initial 5 year contract period. The estimated budget should the contract run for its full potential of 5 years plus up to 4 extended years, maximum of 9 years is estimated at £480,000 ex vat.
