Other Information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.

— Each tenderer will need to demonstrate their ability and methodology for undertaking a complete trial, which comprises both the collection of WEEE and recovery of the priority materials.
— Tenderers are permitted to submit consortium bids.
— The process for evaluating and allocating budget to tenders is provided in Part C of the Invitation to Tender.

About the Wider Project:
The Critical Raw Materials Closed Loop Recovery project is working to ensure that a wider range of minerals and metals are recovered during recycling of waste electronic and electrical equipment (WEEE) in Europe. The series of collection and recovery trials as part of this project will help to inform recommendations for a European policy and infrastructure plan.
The trials part of the project is being delivered by a consortium of 3 organisations:
— Waste and Resources Action Programme (WRAP, www.wrap.org.uk) is a UK registered charity and not for profit company. It's vision is a world where resources are used sustainably. It works with businesses, individuals and communities to help them reap the benefits of reducing waste, developing sustainable products and using resources in an efficient way.
— European Recycling Platform (ERP, www.erp-recycling.co.uk) has the mission to develop high-quality, cost-effective recycling services for the benefit of producer members, consumers and ultimately the environment and society.
— European Advanced Recycling Network (EARN, www.earn-service.com) provides its customers with all services related to compliance with the WEEE Directive throughout Europe, centrally coordinated by a single source.

WRAP will be the Contracting Authority for the trials and will manage the contracts of the UK trials.
ERP and EARN will manage the contracts of the trials in Germany, Italy and Czech Republic / Slovakia.
In addition, Wuppertal Institute will be carrying out assessment of the collection and recovery trials using data collected, and Knowledge Transfer Network (KTN) will be developing trial case studies using reports on the collection and recovery trials.
