The evaluation weight split is 70% Technical 30% Price and award, should one be made, will be to the most economically advantageous tender. VisitBritain seek suppliers’ responses based on six key areas, responses to each should be submitted in the order set and with as much evidence as possible as specified in this notice and in the tender documentation.
Evaluation Criteria (Weight) and Indicative Evidence Required
1. An airline who supports British tourism interest and values (5%)
We need a partner who showcases the best of British to the world. Please demonstrate how your values inspire and encourage people to visit, do business and invest in the UK. Please use past experience case studies and make reference to your company’s principles and manifestos in your response to this requirement.
2. Air routes / capacity from our key markets (30%)
VisitBritain’s primary target markets include USA, Germany, France, India, Australia, China, UK, Italy, Spain, GCC, Japan, Hong Kong. Being flexible and agile is key in the coming 6 months under pandemic conditions, so we will want to take advantage of any routes opening up to the UK. Using Appendix E: “Criteria 2 and 4 By Country Response”. Please provide a response evidencing how your airline may answer this requirement for each of the markets enumerated.
3. Project Timelines – Keeping to Deadlines (5%)
VB are funded in line with the UK financial year, finishing Mar 31st 2021. This requires that we complete all activity and spend by that date. Any partnerships, assuming they are awarded by November, will need to move quickly to be in market by January and resource should be planned/managed accordingly. Please explain how your company believes it can meet this deadline and provide a high-level implementation plan with milestones in line with your proposed high level plan. Examples of past experience with similar deliverables and deadlines are also useful evidence to illustrate how your company can meet this requirement.

4. Alignment and strong audience engagement (25%)
How does your audience align with VisitBritain’s core global segment and what are your levels of reach across various owned channels? Using Appendix E: “Criteria 2 and 4 By Country Response”. Please demonstrate in your answer how your company has the ability to qualify potential audiences based on those who are most likely to travel in the near future.
5. Agreed key messages supporting confidence in travel (5%)
We need a partner who is, and will continue to provide, authoritative messages of safety, welcome and inspiration for travel. Both while on board and while itinerant within the destination. Please provide samples of your messages as used to date for both instances. Please provide at least 3 examples of each as part of your answer.
6. Financial Submission: cash and owned channel value contribution (30%)
We require 50% investment in cash, which will go towards a multi-channel marketing plan, and 50% equivalent value (aka marketing in kind) from your owned channels. This could include British assets on your inflight-entertainment, ECRM, tickets for flights to bring trade /influencers to Britain, support at events or inclusion of other partners/brands.
We envisage our contribution will be up to £3M, which would then be matched as detailed above.
Please provide information as to how you would meet this financial requirement by “Cash Investment” and “Additional Value/Marketing in Kind Value”. Note that VB may use its media agency to assess many suggested equivalent channel value.

Agility and flexibly is key – in these times plans can alter and change overnight. In planning we need to ensure we have as much flexibility as possible as different markets may move in and out of restriction levels at various times.
Activity Measurement – Key Performance Indicators - we will measure this activity via our Brand Tracker research project. This will measure a) uplift in positive sentiment towards Britain, b) increased consideration for Britain as a travel destination in the next 12 months, c) incremental visits and spend to Britain. The successful airline can set their own measures and mechanism to track this. Please consider this aspect in your responses.
