Scope
Description: Uttlesford District Council (“the Council”) is conducting the procurement in accordance with the requirements of Section 45 of the Procurement Act 2023 for the purpose of procuring the services described in the Specification (Requirements). It is intended that the procured services will be used by Uttlesford District Council and Chelmsford City Council.
This will be a closed framework of 4 years duration.
The Council provides a wide range of consumables and services to the Council’s licensed Hackney Carriage and Private Hire Trades. Within its primary remit of public safety, it is essential for there to be suitable and secure identification of both licensed drivers and vehicles

Description
Description: In respect of drivers, the Council currently requires a badge to be worn by the driver and a badge for display on the vehicle dashboard. It would therefore expect consumables for this purpose to be of professional appearance and robust for frequent use in order to last for the necessary three-year licence period. The Council would further be interested in any modern security features and any technologies which would assist in the enforcement and monitoring of the scheme.
In respect of vehicles, the Council currently requires a vehicle plate which can be affixed to the rear of the vehicle, a door sign which can be affixed to both sides of the vehicle, and a badge for display on the vehicle dashboard. The purpose of the latter is that the vehicle details are displayed outwards whilst the driver badge referenced above is displayed inwards. The Council again would expect a consumable that is of professional appearance and robust to last for the duration of the vehicle licence. It is preferred that door signs are to be issued once for each vehicle throughout the full duration of its licence use. The Council would be interested in any modern security features and any technologies which would assist in the monitoring of the scheme.
The Council is very driven by its responsibilities for becoming ‘greener’ and as such any technologies which can reduce the need to print licences, and/or allow for easy recycling of consumables would be of interest. The Council would be further interested in any economical and efficient technologies that would facilitate an easier printing service reducing the need for licence holders to drive to and from the Council’s Offices for collection. However, it will remain necessary for an ability for Council staff to print manually in the event of emergency applications. The tenderer must therefore provide consumables that are suitable for the Council’s existing IT equipment.
