      Chelmsford City Council has enhanced the Hylands Estate by the addition of a Grand Pavilion beside the Historic Hylands House as part of the Council’s aim to make Hylands the premier event location in central Essex.

In support of this intention the Council wishes to appoint a small number of catering businesses to a preferred list of suppliers who are willing to cater for twenty people and who have the ability to cater for two-hundred and fifty people.

The Council is seeking expressions of interest from suitably qualified and experienced catering businesses who would be interested in applying for a place on the preferred supplier list, and who can provide a range of menus, deliver and present buffets and silver service dinners at the Hylands House and Grand Pavilion. The successful business will also be able to provide meetings for clients within Essex.

Initial selection would be through the completion of a short pre-qualification questionnaire. This will be followed by a competitive process based on the submission of menus and pricing, with presentations and tastings at the location that would be used to meet clients.

This is a key element in the provision of our events offering but the nature of the business means that appointment to the preferred list would not imply any guarantee of business but there will be a substantial potential turnover associated with events at Hylands House and Grand Pavilion.

The preferred list would only operate for a period of three years starting in August 2014, before being re-advertised. No additiions to the preferred list will be possible during the period of the contract.

Appointment to the Preferred List will be no guarantee of business.

Requests for a PQQ should be emailed to procurement@chelmsford.gov.uk by Friday 23rd May 2014. The deadline for the submission of the PQQs will be 13:00 on Friday 30th May 2014.

Those businesses selected to tender will be require to complete a submission by Friday 25th July 2014, with presentations taking place in the week of Monday 28th July 2014.
