The service has always been delivered by contractors as delivery by an in-house team would require significantly more management resources.
The appointed Cycle Training provider is expected to handle bookings with schools and individuals, employment of staff, allocation of staff to bookings, quality control of delivery and staff accreditation within the Bikeability scheme structure.

3. Explanation
Business Continuity and Compliance; timescales and an urgency to implement. The The LBWF Cycle Training and Associated Active Travel Services Framework follows the Council's procurement approach hierarchy, namely that frameworks meeting the Council’s needs should be evaluated first and selected when feasible. The new contract would introduce advanced equipment, enhancing the Borough's ability to manage MTCs efficiently and effectively.
