Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union is
lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
NFRC are the only provider of the RoofCERT accreditation and have been delivering this since January 2018 with the relative established training material. Awarding these funds to NFRC will ensure there is no interruption or delay in the delivery of the rest of the Programme through to accreditation for these 469 roofing operatives already part way through the accreditation.
