II.2.4) Description of the procurement: The overarching aim of this project is to develop a Polyolefin Challenge Test designed to increase the confidence of the recycling industry to produce recycled polyolefin flakes to the required level for recycled content in the UK. This is a seven-stage process aiming to produce a dossier suitable for a reference for food-grade recycled polyolefins. This work is for Phase 4 and Phase 5 only. Background: Phase 1 – Background history. Development of Challenge Test for PET and adoption to the milk industry. Phase 2 – focus on substances that can be introduced from the packaging. Phase 3 – focus on substances that can be introduced to polyolefins by the products that are packaged in them. Phase 4 – development testing protocol. (Procurement in this work) Phase 5 – testing of the process - testing of the protocol developed in phase 4 and recommending any refinements necessary. (Procurement in this work) Phase 6 – refinement (if required). Phase 7 – Signoff – produce test protocol. The overall objective of Phase 4 is to use the information generated through Phases 1-3 (available in the appendix) and use this information to propose a protocol for testing the cleaning and decontamination efficiency of recycling processes. Phase 4 will focus on: 1. Proposing testing protocol approaches for polyolefins 2. Identify suitable surrogates by polarity, volatility and molecular weight 3. Analysing the suitability of the protocol 4. Identifying processes partners to collaborate with for testing 5. Testing with post-consumer materials (if required – some testing for contaminates on post-consumer polyolefins was completed in Phase 3 and results are available in Phase 3). 6. Analysing and modifying 7. Linking to regulatory bodies 8. Specifying testing equipment and methods Phase 5 will focus on 1. Batch testing of materials 2. Identify any gaps 3. Refine process if required 4. Wider market consultation 5. Validation of QA measures
