Short Description: | London Borough of Tower Hamlets is putting in place a framework agreement for the provision of print, reprographic and “electronic publication” services (see below) for itself, other London borough councils and third party public sector council partners who have indicated that they may also wish to utilise the framework agreement. Public sector partners that may join the framework agreement currently include housing associations and the voluntary sector partners local to Tower Hamlets, in particular Tower Hamlets Homes, St. Bartholomew’s Hospital and the London NHS Trust. Councils that will be included from the outset in the agreement are the London Boroughs of Tower Hamlets, Brent, Greenwich, Havering, Hackney, Hounslow, Newham, Redbridge and Waltham Forest. Each purchaser’s requirements will differ. However, the indicative (but not exhaustive) requirements are that the publications, printed in ‘tabloid’ newspaper and magazine formats are printed on a regular basis ranging from weekly, fortnightly, monthly and quarterly and distributed widely to their respective local residents and users. The requirement may include distribution to a single specific drop-off point per client organisation (or multiple if specified) as well as “door to door” delivery. It may also include support for the sale of adverting space in the publications. It has been calculated that the London Boroughs of Greenwich, Hackney, Tower Hamlets and Waltham Forest may have a combined production total reaching on average more than 15 million copies per annum. It is anticipated that there may well be a requirement to make the content available electronically, targeted at the smartphone mobile/tablet user markets, via an ‘app’ and similar devices. The duration of this contract is 3 years with a possibility to extend for 1 year. |
