The primary purpose of this Prior Information Notice (PIN) is to inform potential suppliers of a consultation exercise in respect of delivery of the UK Government's superfast broadband objectives.
Broadband Delivery UK (BDUK) has been created within the Department of Culture, Media and Sport (DCMS) to be the delivery vehicle for the government's broadband policies using the available funding. Local bodies including English Local Authorities and Devolved Administrations have procured private sector suppliers to extend the coverage of superfast broadband services beyond the areas where they have been provided by the market on a commercial basis. BDUK has developed a Broadband Delivery Framework, which many of the local bodies have used to contract for these services, while others have procured independently. The combined DCMS and local body investment in these projects is expected to be £1.2bn and is targeted to deliver 90% superfast coverage. However, even having reached this target, there will still be areas without the necessary supporting infrastructure to receive superfast broadband services.
In June 2013, the Government announced two areas for development:
• A further £250 million of central government investment, to be locally match-funded, to ex-tend superfast broadband provision from current coverage plans so that 95 per cent of UK premises will have access to superfast broadband by 2017.
• The Government will explore with industry how to expand coverage further using more in-novative fixed, wireless and mobile broadband solutions to reach at least 99 per cent of premises in the UK by 2018.
BDUK is keen to understand the potential to expand the network of suppliers involved in the delivery of superfast broadband and as such is seeking supplier views on the delivery approaches to extend superfast broadband coverage beyond the levels currently provided for by local bodies’ existing supplier contracts.
Delivery options under consideration, which may cover both of the areas for development, include:
• Establish alternative commercial arrangements where it can be demonstrated that there is supplier interest and capacity to compete for and undertake the provision of broadband infrastructure. These might be organised at a local body level, aggregated and coordinated at a national or sub-national level or alternatively organised by another means.
• Extend existing contractual arrangements, potentially including extending the use of the Broadband Delivery Framework.
• A combination of the above.
We are particularly keen to see suggestions for how to deliver superfast broadband to some of the UK’s hardest to reach areas, including those options which might give communities an opportunity to shape local solutions.
Any future procurement activities may be led by BDUK or by Local Authorities or Devolved Administrations.
BDUK is seeking expressions of interest from potential prime contractors, consortia, sub-contractors or other interested parties in the broadband delivery supply chain who may be interested in responding to any subsequent procurement activity and is using this PIN as a mechanism to identify as many suppliers as possible in this space. Supplier views will be requested by the end of October 2013 at the latest. In order to explore the potential to expand the supplier network, BDUK will also be holding an industry information day where further information will be presented on the issues to be addressed to inform the analysis of delivery options. The industry day will take place on 07/10/2013 in London.
Organisations wishing to attend the industry day must register their attendance in advance. Owing to venue restrictions, attendance is limited to two representatives per organisation (preferably with commercial and/or technical expertise), and expressions of interest will be dealt with on a first come, first served basis.
