   CITB have already ran an Open Procurement for this tender with no viable bids received..In order to carry out their core business of training students CITB will be directly awarding Mervyn Lambert the contact as CITB do not believe running a second competitive tendering exercise, using public money, will provide additional value to the taxpayer and would therefore be redundant.
