Providers must demonstrate a track record of reliability, quality service provision and the ability to meet the needs of adults with a diverse range of care needs, disabilities and complex health needs, including those Service Users for whom English is a second language. The Service must operate from premises located within the boundaries of the Authority. 5. Providers are sought for the following specialisms: Personal Care & Support for Service Users with Mental Health needs Personal Care & Support for Older People Personal Care & Support for Service Users with Learning Disabilities & Autism Personal Care & Support for Service Users with Physical & Sensory Impairment Personal Care & Support for Service Users suitable for Reablement Personal Care & Support for Service Users within a Live-In Support/Supported Livings setting (this may also include delivery of personal care to Service Used based within Extra Care & Sheltered housing settings) 6. Care is expected be delivered across the full spectrum of community based settings including (but not limited to) Service Users homes, Extra Care/Sheltered schemes and Supported Living environments. 7. Providers will be expected to work closely with both Service Users and the Authority to ensure delivery of person centred, personalised care in line with the Personalisation and Prevention Agenda of Peterborough City Council and will include provision to individuals with Direct Payments & Personal Budgets as well as the Authorities managed service provision. 8. The Authority anticipates appointing a number of Providers to the Framework within each specialism and providers may apply to provide care in more than one specialist area. Appointment to the Framework shall not constitute a guarantee of any minimum level of work for any Provider or that any appointed Provider shall be awarded any work at all.

Potential Providers are advised of the following instructions:

The tender for this provision will be carried out as a one-stage Open process combining a Pre-Qualifying Questionnaire and a Tender bid, only providers who pass the Pre-Qualifying element will have the rest of their bid assessed.

The deadline for Providers to advise the Authority of Expressions of Interest is Noon on 28th June 2013 and during this time period there are no other documents available or for Providers to download. All Providers must express an interest on or before Noon on 28th June 2013 to be sent the full Invitation to Tender pack. The pack will contain full details of the requirement, the evaluation process and the tender timetable the Authority will be following, this is currently anticipated to be despatched during the week commencing 1st July 2013 and the tender closing deadline is anticipated to be week commencing 29th July 2013.
