The Invitation to Tender (ITT) will seek to procure a contractor to support BEIS in the design of the trial phase of the Alternative Energy Markets (AEM) Programme.
We are exploring options for the AEM programme that will create a real-world testing environment for potential reforms to upstream energy price signals (network & policy costs), which will affect how consumers are charged for energy. This environment could test what innovative services and tariffs energy suppliers and other providers can offer and how these incentivise consumer energy choices that support cost-effective decarbonisation.
The Alternative Energy Markets: Trial Design will involve the design of a potential trial to test alternative price signals in a real-world environment, and the development of a research and evaluation workstream to provide the necessary evidence to inform future decisions on potential charging reform.

The Department expects to run an open competition for this on the Find a Tender system in Autumn 2021. An online pre-ITT supplier information event will be held in late September or early October, and an initial draft of the ITT may be shared, prior to the competition opening. Please register your interest in attending the event and/or receiving a draft ITT, as well as receiving future AEM programme updates, by emailing alternativeenergymarkets@beis.gov.uk. Any individual who has previously registered interest in the AEM should receive updates automatically.

The successful bidder (and parent company) for this Invitation to Tender will be excluded from participating in future trials that may emerge under the scope of the AEM programme, to avoid potential conflicts of interest. The successful bidder will not be excluded from bidding for future AEM contracts relating to trial administration or evaluation.
