The ITT is to procure a specialist 3rd Party Programme Management Contractor (PMC) to support BEIS in the design, management and successful delivery of a Flexibility Innovation Programme within the BEIS Net Zero Innovation Portfolio (NZIP). This programme aims to enable widespread electricity system flexibility through smart, secure, & accessible technologies & markets. We expect the Programme to be a substantial part of the at least £100m Energy Storage & Flexibility Challenge set out in the PM’s 10 Point Plan for a Green Industrial Revolution.
BEIS will require support in the programme design, launch & project management, founded on recognised technical expertise in the following areas:
•Integration & interoperability of DSR systems;
•Standards & specifications related to smart energy systems;
•V2X tech
•Smart Metering
•Low Income & Vulnerable
•Data & Digitisation
•Digital Solutions
•Markets for Flexibility
•Moving from lab scale to real world demonstrator settings

The Department expects to run an open competition for this on the Find a Tender system in Autumn 2021. An online pre-ITT information event will be scheduled and an initial draft of the ITT may be shared prior to the competition opening. Please note: Mott McDonald lead a consortium of technical advisors procured for the Science & Innovation for Climate & Energy Directorate in BEIS. They will not be involved in the creation of the specification or ITT for this work, however they will be advising BEIS on the outputs from this contract. All necessary steps will be taken to mitigate any conflict of interest potentially arising.
