         Business and management consultancy services. DVLA an Executive Agency of the Department for Transport, intends to appoint an Engagement Partner (Tranche 2) to support its DVLA Contract Let Procurement Programme (CLPP). The CLPP has been established to replace the Agency’s current prime ICT contract, which expires in September 2015. The Engagement Partner shall be required to support, augment and deliver outputs against the following five key areas:(i) Programme Governance - supporting the successful delivery of Programme Governance and controls, Programme stakeholder and communication strategies and the development of a approved Full Business Case. (ii) Supply Chain - providing commercial advice and augment resource to support the procurement of optimum configuration of a Service Integration and Management function (SIAM) and Service Tower model, transitional advice from the current commercial arrangements, design the optimum contractual arrangements, provide negotiation strategy and support during the procurement of Service Tower model and support the development of the Tower Services Contracts and Collaboration Agreements.(iii) Support Technology Change - validation of outputs and forward plan, development of a Full Business Case (FBC), actively support Technical Delivery and Transition Management whilst supporting the technical delivery and implementation of such deliverables/projects (dependant on the scope of CLPP), assisting DVLA to continue to deliver the Government digital agenda in line with DVLA Business and Government ICT strategies, as outlined in an ICT Architecture and Transition Plan.(iv) Deliver Organisational Change in line with the Agency operating model for ICT based on approved Outline Business Case including detailing organisational and process design, capability development, resourcing the organisation with the correct compliment of numbers and skills of staff, delivering this transitional activities while maintaining business continuity and implement measures delivering continual improvement in internal performance and capabilities.(v) Develop the requirements in order to maximise the optimum configuration model for the SIAM function and Service Tower model proposed within the OBC.
These services will be primarily based at the DVLA Estate at Swansea.
The contract may be extended to include the Department for Transport (DfT), its Agencies, related organisations and Other Government Departments pending appropriate approvals.

         The Department anticipates commencing the procurement of ICT and related services with the publication of an OJEU contract notice Quarter 4 2013. This procurement shall include but not be limited to the DVLA and supports the Agency’s vision that : “Customers are at the heart of our business and drive everything we do. Our digital services and our people exceed our customers’ expectations.”
Interested parties will be required to complete a declaration of good standing as part of the ITT documentation. There will be no pre-evaluation selection on the basis of technical capacity, further details will be provided as part of the ITT documentation.
It is anticipated that shortlisted suppliers shall engage with the Department via the Open procedure from 16/7/13 to 17/9/13. It is intended to announce the award of contract(s) on the 17/9/13.The contract duration shall run from 1/10/13 to 31/12/15 a period of (2 years 3 months) with No options to extend.
The Agency wishes to invite interested parties to participate in a market engagement exercise scheduled for the 18/07/13 where DVLA will share the activities undertaken to date and the vision of the future activities to be undertaken. The market engagement exercise will not influence the selection of bidders but aims to share fully the actions generated to deliver Outline Business Case (OBC) approval and future needs.
Prospective suppliers wishing to engage with the Department in a market engagement exercise should write within 28 days of dispatch of this notice or as soon as possible thereafter to the following email address: ICT.contractlet@dvla.gsi.gov.uk Suppliers must indicate if they fall within a small (less than 50 employees) or medium (50 to 249 employees) enterprise category. The Department encourages open, fair and transparent procurement and omission from any part of the Department’s market engagement exercise shall not be taken into account in any subsequent bidder selection or tender evaluation process.
